Basically you use Tubby's method to find why something bad is going on (rarely use for good things) and determine a suitable remedy using the resources at hand. There was a whole unit of the FB in the early '70s after the intro of the Data Series, dedicated to doing evals and yes, if important enough, submitting them "uplines" to El Rotundo for approval. In '75 Tubby telexed to Sac Mission (franchise) that an FB Mission consisting of Sheryl Licciardi and Leon Steinberg had been ordered by him to get me to Flag to assist in a handling from an *LRH* Tech Eval.
