The only institutions that actually have free speech are those major publishers that can maintain the legal staff necessary to defend that right. The Washington Post and Time Magazine are prime examples. Joe Citizen can not afford free speech. He hasn't the funds to *purchase* the defense of his rights from the cash-register justice system, therefore he is subject to prior restraint in his publishing. Whereas the Washington Post is not. Two classes of rights for two classes of citizen. Rev.
