In a public place, you can SELL the footage, and still be completely legal.
There are no laws against public recording. If there were, all news
agencies would be out of business.

The guy driving the red SUV is an idiot. He was trying to "tail" me
at one point, and screwed up his timing. He came to an intersection at
the same time as I did, but ~I~ had a stop sign and he didn't. He (being
the polite, religious type he must be) stopped and waited for me to go
so he could get behind me. Since I am also polite and follow the laws
(at least while I'm being followed so obviously by a nut-cultist), he
had to move on. That meant one of their other idiots (in the silver SUV)
had to squeal some tires to catch up. The silver SUV got pulled over by
the local authorities for that maneuver.

"Support Your Local Sheriff" is one of the greatest movies of all time :-)
Anyway, put yourself in the place of some schlocky PI agency. For sure
they've got a buncha wannabes hanging around wanting to pretend to be PIs.
They get a call from Scientology (the wannabe religion) telling them that
they'll pay lots for someone to intimidate an "international terrorist".
Sure, we'll send out our wannabes for some cash :-)
