I never followed anything but an empty bus *to* the apartments, when they were making multiple runs in the morning. I never followed them back in the evening either. I found out much later that I would have had to stay out there till 11 pm if I had wanted to do so.
Once in a while I followed a bus going to gold base, but that was because it was on the same route I took. I usually tried to get out there before the buses because that was one of the few times the staff could see they were being picketed.
Never picketed the apartments either, though scientology picketed my house many times, followed Arel and me to and from our house and kept PIs or their agents watching it full time for months.

I actually had a good reason at the time. I was trying to get addresses so Arnie could send them postcards, among other things looking for some way to get Tabayoyon's son back in contact with his parents.
But to no avail.
I found out later that the cult totally controls mail to the gold base staff, to the point that one of them who was interviewed by Tony Greer *didn't know the address where she lived*. No mail is delivered to any of the staff unless it goes through the gold base censors.
None of the people who are packed into these apartments has access to mail that might be addressed there, some staff member is responsible for destroying anything that shows up in the mailboxes.
As far as packing them in illegally and in violation of the zoning laws, it is unlikely anyone is going to do anything about it. For example when Stacy Moxon died, the coroner people went to her room on (on Kirby IIRC) to secure her stuff to give to whoever should get it.
They gave up, not being able to sort out what might have been her
meager possessions in a room where a large number of others were
sleeping. It's in the official report. (At the time they were
stuffing 700 people into roughly 35 apartments, or about 20 per
apartment.) Did the coroners report the illegal packed conditions
they found to zoning? Ha!
When the cult was found to be bunking 47 people in a single family house the Toronto Fire Department forced them to find another place, but as far as I know, nobody was charged, fined, or even warned in Toronto for the packed (and dangerous) house on Clinton St.
