It's discussed further on pp. 87 ff, in which Annie explains that the information that's been culled and transformed into her report is confidential as far as Lisa is concerned - it's private, personal information - but it's not confidential from a "tech gradient" level - it's okay for Annie (or anyone) to read it, even though she hasn't reached Lisa's processing level.

I expect this information gathering is where they got the info about Lisa's mother having had a drinking problem, information they used to try to discredit her and the lawsuit.
