Send a simple letter of request, with his full name (Lafayette Ronald Hubbard), date of birth (March 13, 1911), place of birth (Tilden Nebraska), and date of death (January 24,1986), with a copy of any biographical citation indicating that he is no longer alive (Encyclopedia article, Who Was Who in America, biographical dictionary, Encyclopedia of Science Fiction, newspaper obituary, etc.) to:

Ask for a copy of all records on him, including a copy of ELSUR (electronic surveillance) files.

Anyone can make a FOIA request, not just U.S. Citizens. You should receive a copy of his file in about 6-8 months because it has been requested previously.

You can request a copy of the FBI file of any deceased person.
