SITUATION ONE: DESPITE CONCENTRATED HANDLING OF EU TO GET THEM OUT OF ENEMY HANDS AND EXPANDING, EU IS NO LONGER UNDER CONTROL AND WON'T RESPOND.
STATS: Cont stats go into affluence from March to June 83 and again starting in Oct 83.
While sales has been in normal orgs are refusing to call in and deliver. Refund Requests and CVB very high. The key call in and delivery stats falter in Dec/Jan 83 and go into danger in Feb 84. Sales has now crashed as of 3 weekz ago.
Examination of the key orgs in the Cont shows these orgs crashing from Dec 83 or Jan 84 and none recovering in PT. Recent stat corrections from Milano and a scene very out of control.
DATA: EU Cont went into affluence from March to June 83 coincident with a Int Mission. The mission was sent in after a full study of the FOLO per the advices in this policy section and found a major external influence in the form of ex-GO members smashing the Cont to bits.
This mission was sent in to handle the FOLO and slam in WDC ED 86-3 "TO CONTINUE PRODUCTION AS POSSIBLE UNTIL IT RUNS INTO BLOCKS AND HANDLE THESE WITH ETHICS AND GET PRODUCTClN GOING AGAIN WHILE REFORMING NEW MANAGAMENT LINES." This mission got the FOLO to demand production and get the orgs listening to the FOLO management. The mission heavily worked on this Strategy and put in ethics where no response to the mission actions. EDs who were not responding despite standard actions were pulled to the FOLO and meter checked for disaffection. Whatever these EDs were sitting on causing them to not listed to the FOLO and expand their orgs was uncovered and handled. Depending on the EDs response they were sent back after clean up or replaced. It was a very snap and pop no Q and A application of the Strategy. COs/EDs themselves were hatted fully on the Int Strategy and ordered to apply it to their orgs.
Concurrent with this mission a separate external influences handling mission was fired in that handled the key terminals who were supressing the FOLO and orgs and got them off the lines. Another separate mission was fired to disband and handle the GO.
At the start of the Oct 83 Affluence a new mission is sent into FLEU duplicating this successful strategy and stats again go into affluence. With the Strategy being applied in full and the FOLO also training up for every single org, RBers and meter checkers who went back to their areas and also applied this tech to knock out external influences and keep the orgs proofed and productive. There was vv [sic] heavy production demand and ethics was slammed in hard. Concurrent with this mission is a separate mission being run by RTC to handle the squirrels as external influences. The strategy was recently found wildly out with many enemy lines being run on how the Strategy couldn't be applied. (CONTRARY FACTS - EU)
Examining what cut across the mission actions each time found: In June when EU falters after the mission had pulled out it was found that the mission actions had been cut across by rumours that the strategy was wrong. The FOLO was no longer using the Strategy. The orgs were laid open to enemy prey and EU crashes.
An eval then done in Sept 83 removes the CO EU and the FOLO informs all its orgs that the Int Strategy is cancelled, the FOLO wouldn't be doing that anymore and that the CO EU would never return.
Out ethics and external influences moved in on the lines. (WRONG TARGET - THOSE ABOVE)
In late Dec just prior to the second mission pulling out a key change occurs. On 18 Dec a mission fires into EU and while the mission had the purpose of handling the sit of feeding the oppossition [sic] by handling outstanding justice action, this mission sent a mult down the lines on 22 Dec 83 that was posted in all orgs and that included in its announcement that since the Church was in affluence ethics was light. This as written acted as in conflict with the Strategy being pushed and threw in confusions to WDC ED 86-3 as the Strategy (ADDED INAPPLICABLE, INCORRORRECTLY [sic] INCLUDEDS - 22 DEC MULT)
At the same time some uncoordinated actions were taken in the lifting of declares on some major and key SPs found by the early 83 missions and external influence missions, who were declared and gotten off the lines loudly. These include infamous SPs such examples as THOMAS NORDLUND who set up his own org near STM org in 82, and who is connected to squirrel TODDE SALEM. LENA FORSMAN who was a complete destructive SP and was undeclared and now helps out in the business of JAN ADERSON in GOT who is disaffected an about management heavily [sic]. And NIELS OLAF STROM ex-AG who is on lines to get back in good standing, BERT SCHWITTERS ex-AG and heavy SP who ran anti org lines on the org was undeclared. And ULI BÜHLER formerly working as a lawyer for MUN GO who has been put back on the lines in MUN coincident with its crash in Dec 83.
The Ethics orders that lifted these declares widely and were distributed to the Cont in late Dec 83 just before the last mission terminates. These Ethics Orders were issued and written in a way as to make these guys look vv [sic] good. This tended to confirm that the earlier Strategy (as above) was wrong and changed and the Cont itself went into confusion on their former actions and there was much upset on the lines as this crossed the Int Strategy that had just been reimplemented. All of the above people are still on lines. (INCORRECTLY INCLUDEDS, WRONG TARGETS - THOSE CONSERNED [sic])
In Jan 84 10 more squirrel groups formed in EU and the lines on squirrels got very heavy. This is coincident with the lax in the Strategy and there was no longer anyone monitoring external influences with key SPs back on the lines. (ADDED INAPFLICABLES, OMITTED USE OF THE STRATEGY - EU)
In Feb 84 a heavy push begins on SAC lines in key areas of MUN, Paris and France on handling Refund Requests. While it is valid these get handled and there is a valid situation actions are being ordered in on a bypass of NCCs and there is franticness [sic] on the lines.
In Munich the SAC I/C since removed BARBARA SCHWARTZ [sic], ex-GO put a lot of enturbulation on the org lines and forced down the org's bodyrouting lines. (ADDED INAPPLICABLE, WRONG TGT - THOSE ABOVE; OMITTED HANDLINGS AND USE OF STRATEGY)
There is evidence of very definate [sic] confusion in EU that the Int Strategy per WDC ED 86-3 has been cancelled and we now have a 'new strategy'. (ADDED INAPPLICABLE CONFUSIONS - INT MGMT, EU)
WHY: THE ORIGINAL SUCCESSFUL EXTERNAL INFLUENCE HANDLINGS FOR EU CONT AS PER THE FEB 83 EU EVAL, WERE CAREFULLY UNDONE WITH THE EXTERNAL INFLUENCES PUT BACK ON THE LINES WHILE AT THE SAME TIME CONFUSING THE INT STRATEGY PER WDC ED 86-3 TO THE POINT IT WAS NO LONGER KNOWN, AND COULD NOT BE UNDERSTOOD OR USED.
ETHICS WHY: SABOTAGE OF SUCCESSFUL INT STRATEGY DUE TO EVIL PURPOSES AND INTENTIONS.
WHOS: EXTERNAL INFLUENCES AND EX-GO BACK ON LINES AS PER DATA TRAIL, EU EXECS WHO WENT EFFECT DUE TO THEIR OWN OUT ETHICS AND EVIL PURPOSES.
IDEAL SCENE: EXPANDING AND PROSPEROUS EU ORGS FREE OF ENEMY INFLUENCES AND INFILTRATION THRU A VERY STRICT APPLICATION OF THE INTERNATIONAL STRATEGY.
