COMMITTEE OF EVIDENCE INTERESTED PARTY DEAN STOKES

Dean Stokes, ex-Mission Holder of Southwest Mission is hereby called before a Committee of Evidence to be held in Los Angeles.

Per FCO 6514, on 17 January 1982 Dean was declared a Suppressive Person due to the suppressive acts committed as listed in that FCO. Dean has requested that a Committee of Evidence be convened to get the facts of the matter fully sorted out as he feels that the label is false.

The charges to be heard by the Committee are as taken from FCO 6514 and are the following High Crimes:

1. Public statements against Scientology or Scientologists but not to a Committee of Evidence duly convened.

2. Mutiny.

3. Publicly resigning staff or executive position in protest or with intent to suppress.

4. Engaging in malicious rumour-mongoring to destroy the authority or repute of higher officers or the leading names of Scientology or to "safeguard" a position.

5. Public disavowal of Scientology or Scientologists in good standing with Scientology organizations.

6. Announcing departure from Scientology (but not by reason of leaving an organization, a location or situation or death).

7. Organizing a splinter group to use Scientology data or any part of it to distract people from standard Scientology.

8. Seeking to splinter off an area of Scientology and deny it properly constituted authority for personal profit, personal power or to "save the organization from higher officers of Scientology.

Any other crimes or High Crimes which come to light on Dean during the course of the Committee's investigation, are to be included into the Finadings and Recommendations.

Per HCO PL 18 May 1980 Ethics - Suppressive Acts - Suppression of Scientology and Scientologists,

"The Committee must pay attention to any actual evidences that the person or group that is accused of being suppressive may produce particularly to the effect of having helped Scientology or Scientologists or a Scientologist and if this is seen to outweigh the accusations, proof or lack of it, the person is absolved.

Any knowingly false testimony, forgeries or false witness introduced by the person or group accused ofbeing suppressive can result in an immediate finding against the person or group.

Any effort to use copies of the testimony or findings of a Committee of Evidence called for this purpose outside of the Church immediately reverses any favorable finding and automatically labels the person or group suppressive.

Failing to prove guilt of Suppressive Acts, the committee must absolve the person or group publicly."

The Committee is to consist of:

The Committee is to be thoroughly familiar with the policies on Scientology Jurisprudence and HCO PL May '60 and HCOB 27 Sep 1966 "The Anti-Social Personality - The Anti-Scientologist.

The Committee has seven days to have their Findings and Recommendations to the Convening Authority.
