COMMITTEE OF EVIDENCE
The following Interested Parties are called before an immediate Committee of evidence:

This is an ecclesiastical proceeding to decide the fate of their ordinations.
Evidence has now been gathered through intensive investigation showing that these Interested Parties have been acting in cohorts with outside influences in an effort to manipulate Church resources, lines and terminals to forward their own vested interests.
Characterized by voiced disaffection and criticism of Church direction and ecclesiastical seniors and senior bodies, these Interested Parties have been found to be those taking the very management actions of which they complain.
False accusations alluding management actions were vicious and unfair were traced back discovering substantial evidence that these Interested Parties were themselves instigating and promoting the said undesirable management directives reportedly creating upset in various Church echelons.
Simply stated, those who were complaining were the very people making calculated management level decisions and actions designed to usurp the authority of well meaning Church Officials and-denigrate their true intentions to promulgate the Church of Scientology's religious tenets, increase Church membership and expand the Church's influence into Society.
These individuals met with little final success in their efforts to create a false atmosphere of malcontent, unrest, and schisms amongst Church echelons. However, a great deal of executive effort has been required to correctly locate the sources of these purposefully created conflicts.
These Interested Parties, while acting as staff and Church representatives, have - by evidence collected - engaged in plans which would enable them to establish factions of Church activities under their own misguided direction.
Finding evidence that in many cases these efforts have been pursued to reap personal profit, illegal benefits, or ungranted authority from which self motivated endeavors could be pursued, this ecclesiastical committee is formed together to make recommendations as to Official Church justice actions warranted.
The committee is alerted to the fact that although their proceedings are directed towards the eccleciastical ramifications of each Interested Party's actions, the crimes committed may very well enter into secular concerns. The nature of the transgressions, once the severity of the individual actions have been determined by the Committee, may fall under the catagory of Industrial Espionage and Sabotage, Conversion, Breach of Fiduciary Duty, Grand Larceny, Intentional Interference with Contractual Relationships, or other civil or criminal Charges. Therefore, the committee is urged to keep very accurate and complete documentation and factual evidence of all procedures and findings.
It is noted that at least several of the Interested Parties were holding senior corporate positions granted them by Mother Church trustees or appropiate Church Official. The Committee may find, in the course of their proceedings, evidence to substantiate serious Board member or Officer neglect of duties and such must be documented.
Breaches of staff covenants must also be arbitrated as well as any refusals to uphold the Creed and Tenets of the Church in their staff dealings and activities.
The Committee must also gather data on the participation of Church members or ex-members in connection with any crimes or high crimes found to be committed against the better interest of the Church or its members and make recommendations as to prudent judicial handling of same.
Suppressive Acts against the Church are defined as acts or ommissions undertaken, to knowingly suppress, reduce or impede Scientology or Scientologists.
The Committee members are therefore urged to not underestimate the severity of any Interested Party's acts committed as Suppressive Acts, by policy, are clearly those covert or overt acts knowingly calculated to reduce or destroy the influence or activities of Scientology or prevent case gain or continued Scientology success and activity on the part of a Scientologist. As persons or groups that would do such a thing acts out of self interest only to the detriment of all others, they cannot be granted the rights and beingness ordinarily accorded to rational beings. The following crimes and high crimes (Suppressive Acts) are charged:
HIGH CRIMES:
1. INFILTRATING A SCIENTOLOGY GROUP OR ORGANIZATION TO STIR UP DISCONTENT OR PROTEST AT THE INSTIGATION OF HOSTILE FORCES.
2. MUTINY.
3. BEING AT THE HIRE OF ANTI-SCIENTOLOGY GROUPS OR PERSONS.
4. RECEIVING MONEY FAVORS OR ENCOURAGEMENT TO SUPPRESS SCIENTOLOGY OR SCIENTOLOGISTS.
5. SEXUAL OR SEXUALLY PERVERTED CONDUCT CONTRARY TO THE WELL BEING OR GOOD STATE OF MIND OF A SCIENTOLOGIST IN GOOD STANDING OR UNDER THE CHARGE OF SCIENTOLOGY SUCH AS A STUDENT, A PRECLEAR, A WARD, OR A PATIENT.
6. BLACKMAIL OF SCIENTOLOGISTS OR SCIENTOLOGY ORGANIZATIONS THREATENED OR ACCOMPLISHED.
7. PUBLIC DISAVOWAL OF SCIENTOLOGY OR SCIENTOLOGISTS IN GOOD STANDING WITH SCIENTOLOGY ORGANIZATIONS.
8. PUBLIC STATEMENTS AGAINST SCIENTOLOGY OR SCIENTOLOGISTS BUT NOT TO COMMITTEES OF EVIDENCE DUELY CONVENED.
9. CONTINUED ADHERANCE TO A PERSON OR GROUP PRONOUNCED A SUPPRESSIVE PERSON OR GROUP BY HCO.
10. FAILURE TO HANDLE A PERSON DEMONSTRABLY GUILTY OF SUPPRESSIVE ACTS.
11. ORGANIZING A SPLINTER GROUP TO USE SCIENTOLOGY DATA OR ANY PART OF IT TO DISTRACT PEOPLE FROM STANDARD SCIENTOLOGY.
12. ORGANIZING SPLINTER GROUPS TO DIVERGE FROM SCIENTOLOGY PRACTICES, STILL CALLING IT SCIENTOLOGY OR CALLING IT SOMETHING ELSE.
13. CALLING MEETINGS OF STAFFS OR FIELD AUDITORS OR THE PUBLIC TO DELIVER SCIENTOLOGY INTO THE HANDS OF UNAUTHORIZED PERSONS WHO WILL SUPPRESS IT OR ALTER IT OR WHO HAVE NO REPUTATION FOR FOLLOWING STANDARD LINES AND PROCEDURES.
14. DISINTIGRATION OF PERSONS OF BELONGINGS.
15. SEEKING TO SPLINTER OFF AN AREA OF SCIENTOLOGY AND DENY IT PROPERLY CONSTITUTED AUTHORITY FOR PERSONAL PROFIT, PERSONAL POWER, OR "TO SAVE THE ORGANIZATION FROM THE HIGHER OFFICERS OF SCIENTOLOGY."
16. ENGAGING IN MALICIOUS RUMOUR MONGERING TO DESTROY THE AUTHORITY OR REPUTE OF HIGHER OFFICERS OR THE LEADING NAMES OF SCIENTOLOGY OR TO QUOTE "SAFEGUARD" A POSITION.
17. FALSIFYING RECORDS THAT THEN IMPERIL THE LIBERTY OR SAFETY OF A SCIENTOLOGIST.
CRIMES:
18. PLACING SCIENTOLOGY OR SCIENTOLOGISTS AT RISK.
19. OMISSIONS OR NON-COMPLIANCE REQUIRING HEAVY INTERVENTION BY SENIORS CONSUMING TIME AND MONEY, WITH DEV-T.
20. FAILURE OR REFUSAL TO ACKNOWLEDGE, RELAY OR EXECUTE A DIRECT LEGAL ORDER FROM AN INTERNATIONAL BOARD MEMBER, OR AN ASSISTANT BOARD MEMBER.
21. BEING A KNOWING ACCESSORY TO A SUPPRESSIVE ACT.
22. USING A LOCAL SCIENTOLOGY TITLE TO SET ASIDE THE ORDERS OR POLICIES FROM THE INTERNATIONAL BOARD.
23. FOLLOWING ILLEGAL ORDERS OR ILLEGAL LOCAL POLICIES OR ALTER-IS, KNOWING THEM TO BE DIFFERENT OR CONTRADICTORY TO THOSE ISSUED BY THE INTERNATION [SIC] BOARD.
24. NOT DIRECTLY REPORTING FLAGRANT DEPARTURES FROM INTERNATIONAL BOARD POLICY IN A SECTION, UNIT, DEPARTMENT, ORG, ZONE, OR DIVISION.
25. PERMITTING A SECTION, UNIT, DEPARTMENT, ORG, ZONE, OR DIVISION TO COLLAPSE.
26. INCITING TO INSABORDINATION [sic].
27. INSTIGATING A LOCAL POWER PUSH AGAINST A SENIOR.
28. SPREADING DESTRUCTIVE RUMORS ABOUT SENIOR SCIENTOLOGISTS.
29. PRETENDING TO EXPRESS A MULTIPLE OPINION (USE OF "EVERYBODY") IN VITAL REPORTS, WHICH COULD INFLUENCE ASSISTANT BOARD OR BOARD DECISIONS.
30. REFUSAL TO UPHOLD DISCIPLINE.
31. GETTING ANOTHER STAFF MEMBER DISCIPLINED BY GIVING FALSE REPORTS ABOUT HIM OR HER.
32. FALSIFYING A COMMUNICATION FROM A HIGHER AUTHORITY.
33. CAUSING A STAFF MEMBER TO LOOSE PRESTIGE OR BE DISCIPLINED BY GIVING FALSE REPORTS.
34. SEEKING TO SHIFT THE BLAME TO AN INNOCENT STAFF MEMBER FOR THE CONSEQUENGES OF ONE'S OWN DUTIES.
35. KNOWINGLY USING SCIENTOLOGY TO OBTAIN SEXUAL RELATIONS OR RESTIMULATION.
36. OVERWORKING AN EXECUTIVE BY IGNORING ONE'S DUTIES.
The Committee is to convene immediately.
They are to adjudicate through proper Committee [...] for each Interested Party the degree of guilt or innocence applicable to each of the above charges. The Committee is free to add any additional charges warranted per Church policy.
Recommended Church Judicial procedure for each Interested Party based on the findings of the Committee shall also be submitted.
The Committee is also alerted to the fact that there may be found instances where one or more of these Interested Parties forced well intentioned productive staff or public off lines. Where such is found, the Committee must make record as any person so affected has a charge against the offending Interested Party in an ecclesiastical court for loss of pay and status.
