Committee of Evidence Findings and Recommendations
Peter Scupham Mission Holder of Atlanta Mission
The Committee reviewed the data to hand and interviewed the Interested Party and got his pleadings and data on the High Crimes and Crimes per SMI INT EO 141.Findings:
High Crimes:
1. Continued adherence to a person or group accurately pronounced a Suppressive Person or Group by HCO.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
2. Organizing splinter groups to confuse people about the true beliefs and practices of Scientology or to deceive them into considering that they will be able to study part or all of Scientology or receive standard Pastoral Counselling from the splinter group.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
3. Organizing splinter groups which take and pervert Scientology materials or practices, in whole or in part, still calling it Scientology or calling it something else.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
4. Seeking to splinter off an area of Scientology and deny it properly constituted authority for personal profit, personal power or to "save" Scientology.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
5. Engaging in malicious rumour-mongering to destroy the authority or repute of one's fellows or executives of Scientology Churches or Missions or Organizations.
I/P pleads NOT GUILTY. Committee finds him GUILTY.
When Peter recently returned to Atlanta, while still under Comm Ev, he listed to and forwarded natter and attacks or (sic!) a Senior SMI INT terminal at the mission who was doing this as regards to the natter and attacks being said.
The Committee finds him GUILTY through the above action of not handling and fully getting the people who did this handled so that malicious rumours were stopped. Due to his not handling and in fact forwarding these attacks Peter is guilty of this High Crime.

Crimes:1. Placing Scientology or Scientologists at risk.
I/P pleads GUILTY. Committee finds him GUILTY. He failed to ensure, while doing the steps of Scientology Policy Directive 16R, that the decisions he was making as to the corporate steps were correct. In not coordinating and liaising with the SMI Legal Aide, he made a mistake, and hence he put the Scientologists at risk in the mission.
2. Omissions or non-compliance requiring heavy intervention by seniors consuming time and money, with dev-t.
I/P pleads NOT GUILTY. Committee finds him GUILTY. Peter's failure to take responsibility for an operational comm line with his senior contributed to the confusion over the corporate changes he initiated (as in crime # 1 above). Also, Peter's failure to handle his own upsets and his nattering are the major contributing factors to the low stats and low production of the mission in present time. His Omissions of standard tech and policy on the mission's lines has necessitated intervention by seniors consuming time and money with dev-t.
3. Being or becoming a Potential Trouble Source.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
4. Withholding from local Scientology executives that he or she is a Potential Trouble Source.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
5. Failing to report a Potential Trouble Source to local HCO.
I/P pleads NOT GUILTY. Committee concurs. Insufficient evidence.
6. Being a knowing accessory to a suppressive act.
I/P pleads NOT GUILTY. Committee concurs. Insufficient Evidence.
7. Following illegal orders or illegal local policies or alter-is, knowing them to be different or contradictory to those issued by the International Board.
I/P pleads NOT GUILTY. Committee finds him NOT GUILTY.
However, in the course of doing the Org Formation checklist, as found in Scientology Policy Directive 16R, Peter made some major corporate changes. In the steps on the form in Section B "Incorporation", Steps A, B and C, a person is required to file a new corporation. He signed a trademark license agreement with Church of Scn Int as well as with SMI. Peter made a decision locally to go ahead and change his corporation, with the above step in mind, which he had no written authority to do at that level. He never cleared his actions through SMI INT, as well he had not had the mission okayed to become an org.
8. Permitting a section, unit, department, or zone or division to collapse.
The I/P pleads NOT GUILTY. Committee finds him GUILTY. Peter, by statistics, has taken no effective actions to turn the scene around in Atlanta and in fact when communicated to he whines about the production and the scene in the mission.
9. Spreading destructive rumours about Senior Scientologists.
I/P pleads NOT GUILTY. Committee finds him GUILTY. See above under High Crime # 5.
10. Overworking an executive by ignoring one's duties.
I/P pleads NOT GUILTY. Committee finds him GUILTY.
Through Peter's neglect of his comm line to SMI and his neglect of his mission and really getting it productive, peter has overworked many people in SMI who have spent time and money to really get the mission turned around and booming.
11. Neglect or omission in safeguarding the copyrights, registered marks, trademarks, registered names of Scientology.
I/P pleads NOT GUILTY. Committee finds him GUILTY. See crime # 7.
12. Neglect of responsibilities resulting in a catastrophe even when another manages to avert the final consequences.
I/P pleads NOT GUILTY. Committee finds him GUILTY. See crimes # 1, 2 and 7.
Recommendations:
1. Peter is assigned a condition of Treason, for Hats, Not Wearing as the Mission Holder of Atlanta Mission.
2. Peter is to return to SMI INT for the SMI Int Ethics Program.
3. Peter is to receive a full HCO Sec Check.
4. Following that Peter is to report to Qual for any corrective cycles needed.
