TO: THOSE CONCERNED FROM: MIB SEA ORG
SUBJECT: CANCELLATION OF E.O. 117 SE AND CONDITIONS ORDER 29 JULY 68, DOUBT
E.O. # 117 SE, declaring Dorothy Broaded a Suppressive Person and in a Condition of Enemy is cancelled.
Conditions Order 29/7/68, placing Dorothy Broaded in Doubt is cancelled.
Further evidence came to light that shows that Dorothy Broaded was not an SP but a type II PTS.
Dorothy was extremely noisy whereas the real SP sat quietly smiling affably in the background.
The real SP, Art Bacon, has no been declared.
Dorothy Broaded is restored to good standing as a Scientologist. She is to be commended for working her way up through the conditions exactly as ordered by the Ethics Officer.

"SE" is the abbreviation for Seattle Org. The reference on this is HCO Policy Letter 4 January 1966 Issue II "HCO Cable Designation System".

"MIB" means "Mission International Books". Mission International Books was a Flag (Sea Org) Mission (ref: Flag Mission Order 13 of 6 June 1968).
The missionaires' orders were to "go to every org and with a check- sheet and fully prepared data, teach the entire staff rigorously how to land books in bookstores". This mission was a failure, according to the Commodore's Staff Order number 46, because "no administrative action was put in to back up their actions. It failed in terms of lack of book orders. People were sent out to bookstores to place books but nobody was arranged to go along to the bookstores and act as an agent from the org to collect the money and keep their stands full of books and so forth. That's what it takes to sell and place books in the bookstores."

He didn't stay declared. By the mid-70s he was in the Sea Org at ASHO Foundation, posted in HCO Division One. He later married a lady named Kathy, who was a GO Finance staff member in PAC.

This may have been Eunice Ford. I do know that in early 1968, Eunice was the HCO Executive Secretary World Wide.
