Take a look at this document. You will find several similarities to the RPF, yet it was written in 1972. So your saying that the RPF FO changed the face of Scientology *overnight* is quite wrong. The RPF was the final product of an organizational development that began much earlier. Just read the guidelines of the DPF and you will recognize the roots of the RPF.
And don't forget to check out the end: Who *wrote* the document? The old man himself, and no trace of your mystical figure "KU", unless he called himself "Nen Turquhart" during those days.

DECK PROJECT FORCE (Modifies slightly earlier Flag Ship Orders issued such as FSO 559 which it more or less repeats.)
MATERIALS
All Persons Connected with a Deck Project Force in any org or activity or ship must be familiar with the following Issues:

The one job - one place - one time rule is modified for any DECK PROJECT FORCE that contains more than five members.
A DPF is divided into UNITS of three or more persons which includes its UNIT LEADER.
Each DPF unit must have a leader. The leader is responsible for the presence and activeness of the unit members according to the assigned DPF schedule. He is responsible for the quantity and quality of the work done. He must also see that nothing is done that damages things or becomes an overt product.
The whole DPF has a Bosun who is part of the Ship's Crew and a Master at Arms.
Where there is more than one DPF unit at work the Bosun and MAA must divide their time accordingly, visiting each in turn regularly. The Bosun supplies the Tech and how it is done. The MAA makes sure it is done.
The unit works by Project. There is a DPF UNIT A PROJECT ORDER. DPF UNIT B PROJECT ORDER and so on.
A PROJECT ORDER is all of one type of work and is a numbered list of tasks for that unit.
Example: List headed DPF UNIT C. (Date of issue.) 1. Clean up forward well deck. 2. Pinholds & Paint forward well deck bulwarks and ext. 3. Oil and paint fwd well deck deck [sic] machinery. 4. Clean and pinhole foremast. 5. Clean stays. 6. Clean crows nest and yards. 7. Paint yards and mast. 8. Reeve signal halyards. 9. Etc.
Example: List headed Unit D. 1. Sweep up B Deck, Dining Room and cabins. 2. Wash Down and wax decks. 3. Wipe off bulkheads. 5. Etc.
A unit may gain or lose personnel but ITS PROJECT ORDER IS COMPLETED by the new personnel. The Project Order says what the unit does. Not what the person by name does.
COMPLETE CYCLES
Half complete cycles must not be left. A whole ship or org can be torn up with incompletes.
Thus stats can only exist for completed cycles. A numbered action on a project order is a completed cycle. Project orders must be written so each cycle, if completed, does not leave a dismantled or half done action that makes the area look bad.
ADEQUATE SUPPLIES
A great deal of man power waste can occur by a failure to furnish the DPF with tools, brushes, paint, paint thinners, brooms and other needful items. These are not as expensive as wasted time.
NEW RECRUITS
As a DPF contains older members placed there for goofs as well as new recruits, the two types should work quite separately. They should not be mixed together.
For one thing the two types have different levels of familiarity. The recruit needs far more orientation and coaching and is entitled to it.
The goofing person assigned for discipline at first may be a bundle of resentment or even fear. The new recruit, even if confused, is still full of beans and gung-ho. Thus the types should be in different units. Do not put a person there for ethics reason in charge of a new recruit unit. Make a recruit the recruit unit leader.
MEALS
The DPF eats at its own mess by units.
It does not eat with the regular crew.
HAZING
There may be no hazing or unusual punishments in a DPF.
Penalties which are unreal or can't be done (like "your meal time is reduced to 5 minutes because you were late") should not be done.
Amends projects and usual ethics actions can be done.
STUDY
The DPF should be on a schedule which provides maximum production and maximum study and minimum liberty.
Excessive mustering prevents production (like 8 musters a day) interrupts production and study.
A Model DPF schedule follows:
0640 - Wake Up 0700 - Breakfast in DPF MESS 0725 - Work 1200 - Lunch in DPF MESS 1230 - Work 1730 - Hygiene 1800 - Dinner in DPF MESS 1830 - Study 2230 - End of Study 2240 - Secured
VFP
The Valuable Final Product of the DPF is a COMPETENT SEA ORG MEMBER.
The various levels of competence are given in the Apollo-Asia (Excalibur) Program (see reference above).
Thus the person has to be programmed properly and actually do the studies and drills assigned.
When a person does not have his SO basics and is put in a ship's crew or org, trouble results. When this practice is continued an org can be impoverished or a ship nearly destroyed simply because the people can't confront Mest and do not know who they are or to what they belong.
The VFP is important.
