HOWARD ROWER, known to be the Mission Holder of the Fifth Avenue Mission in New York City, is hereby declared to be a SUPPRESSIVE PERSON.In defiance of known ecclesiastical policies, Rower has persisted in his association and support of a person declared SUPPRESSIVE in February 1982, and only under threat of a Committee of Evidence did he discontinue this open association.

Evidence is on file that Rower has engaged in malicious rumor mongering to destory (sic!) the authority or repute of executives of Scientology Churches or Organizations by repeating enemy lines originated during the field meeting at Flag in 1981. Additionally he has recently associated with another declared SUPPRESSIVE PERSON and forwarded anti-Church intentions.
Rower has refused repeatedly over the years to allow staff and promotion from senior organizations into his Mission, impeding the progress of his staff and public on their route to higher levels of spiritual awareness and denying them access to standard application and understanding of the scriptures of the Church.
He engaged in adulterous relationship with a subordinate staff member at his Mission for seven years while married to another woman. This adulterous relationship was withheld by both parties and was only revealed by his partner when she came to her senses during her Happiness Rundown counselling. This sexually destructive conduct has impeded the spiritual progress of the parties involved.
Data in hand shows that Rower has consistently engaged in a heavy third party of Mission staff, former Mission staff and other Church organizations over a long period of time. This has contributed to some staff marriages breaking up. This enturbulation caused by Rower's adulterous relationship, third party and criticism of his staff and perversion of Scientology ecclesiastical policies has proven detrimental and destructive to Missions, Scientologists and Scientology and the Fifth Avenue Mission has declined over the years from a thriving Mission to one-quarter of its previous size.
From the above it can be seen Rower has committed the following SUPPRESSIVE acts:
1. Continued adherence to a person or group accurately pronounced a SUPPRESSIVE Person or group by HCO.
2. Seeking to splinter off an area of Scientology and deny it properly constituted authority for personal profit, personal power to "save" Scientology.
3. Infiltrating a Scientology group or organization or staff to stir up discontent or protest at the instigation of hostile forces.
4. Sexually destructive conduct to the well-being or good state of mind of a Scientologist in good standing or any individual for which a Scientology Church, Mission or Organization has responsibility for or towards.
5. Engaging in malicious rumour-mongering to destroy the authority or repute of one's fellows or executives of Scientology Churches or Missions or Organizations.
Per HCO PL 16 May 1980 Issue II ETHICS, SUPPRESSIVE ACTS, SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS,
"A suppressive person or group is one that actively seeks, by action or statement, to suppress or damage Scientology or a Scientologist by suppressive acts."
"Suppressive acts are acts calculated to impede or destory [sic] Scientology or a Scientologist in his studies or counselling, or to affect adversely his well-being."
Howard Rower is no longer eligible for any Scientology or Dianetics services. He is debarred from advance courses forever.
His only terminal is the SMI Justice Chief should he wish to recant.

Golly. Whatever happened to the confidentiality of the confessional?
The poor guy has his folders culled (by a so-called church) for potentially damaging personal information
