An International Watchdog Committee is hereby established. Comm and
lines are via IHQ.

Their major purpose is to ensure that executive strategic planning
gets executed with speed with any existing cross orders caught and
handled.

This Committee's actions do not stop or replace any post duties and
such personnel must carry on with normal actions.
