A[...] and B[...] S[...], of Los Angeles, California are hereby declared Suppressive Persons.
A[...] and B[...] S[...] are not Scientologists, they are plants who recently have unsuccessfully attempted to illegally infiltrate the Church at the behest of a group called the Cult Awareness Network, a small anti-religious group which is connected to and works for the Internal Revenue Service. Past and recent leaders of the Cult Awareness Network have included convicted kidnappers and sex criminals.
While the S[...]' actions were totally incompetent, their acts were evil and despicable attempts to use fraud and deceit to attempt to suppress Scientology and Scientologists. However, as is the case with all evil and lies, theirs cannot stand the light of day. A[...] worked as a collector of Scientology materials and used that as a "cover" to attempt to get information about the church. Thorough investigation by private investigators hired by Church attorneys has documented both the S[...]' illegal activities, and the network for which the S[...] work. The full evidence is now in the hands of Church attorneys.
Investigation has also established that the S[...] have a criminal background which includes illegal smuggling of artifacts into the United States for their own personal gain, during the course of which knowingly false statements were made to us government officials.
A[...] has a long history of petty theft. He also has a long history of perverted 2D practices including seeing prostitutes, having adulterous affairs while married, peeping tom activities and going to pornographic movies. A[...] carried on such activities both before and during his contacts with the Church.
Although the Church in the past has made available to the S[...] the benefits of Scientology ethics technology and pastoral counselling in an effort to help them become honest and productive, they have continued their criminal and out-ethics behavior. Both have a history of inability to duplicate Scientology Technology and Policy.
The S[...] have used their falsely proclaimed status as "Scientologists" to personally profit from the buying and selling of Scientology materials. It is clear that money was the motive for their continuing pretense of being Scientologists, while they covertly refused to follow Church ethical codes and betrayed Scientologists at every opportunity.
They have also trafficked in confidential materials stolen from Church organizations in the past.
A[...] S[...] is guilty of the following Suppressive Acts:
1. BEING AT THE HIRE OF ANTI-SCIENTOLOGY GROUPS OR PERSONS.
2. CONTINUED ADHERENCE TO A PERSON OR GROUP PRONOUNCED A SUPPRESSIVE PERSON OR GROUP BY HCO.
3. FAILURE TO HANDLE OR DISAVOW AND DISCONNECT FROM A PERSON DEMONSTRABLY GUILTY OF SUPPRESSIVE ACTS.
4. HOLDING, USING, COPYING, PRINTING OR PUBLISHING CONFIDENTIAL MATERIALS OF DIANETICS AND SCIENTOLOGY WITHOUT EXPRESS PERMISSION OR LICENSE FROM THE AUTHOR OF THE MATERIALS OR HIS AUTHORIZED LICENSEE.
5. USING SCIENTOLOGY LINES FOR PERSONAL PROFIT IN SUCH A WAY AS TO CAUSE DISRUPTION IN THE ORGANIZATION OR TO BLOCK THE FLOW OF PUBLIC UP THE BRIDGEŽ.
6. UNAUTHORIZED USE OF THE MATERIALS OF DIANETICS OR SCIENTOLOGY.
7. REPORTING OR THREATENING TO REPORT SCIENTOLOGY OR SCIENTOLOGISTS TO CIVIL AUTHORITIES IN AN EFFORT TO SUPPRESS SCIENTOLOGY OR SCIENTOLOGISTS FROM PRACTICING OR RECEIVING STANDARD SCIENTOLOGY.
8. INFILTRATING A SCIENTOLOGY GROUP OR ORGANIZATION OR STAFF TO STIR UP DISCONTENT OR PROTEST AT THE INSTIGATION OF HOSTILE FORCES.
9. RECEIVING MONEY, FAVORS OR ENCOURAGEMENT TO SUPPRESS SCIENTOLOGY OR SCIENTOLOGISTS.
10. ANY FELONY (SUCH AS MURDER, ARSON, ETC.) AGAINST PERSON OR PROPERTY.
11. SEXUAL OR SEXUALLY PERVERTED CONDUCT CONTRARY TO THE WELL-BEING OR GOOD STATE OF MIND OF A SCIENTOLOGIST IN GOOD STANDING OR UNDER THE CHARGE OF SCIENTOLOGY, SUCH AS A STUDENT OR PRECLEAR.
12. VIOLATION OR NEGLECT OF ANY OF THE 10 POINTS LISTED IN HCO PL 7 FEB. 65, KEEPING SCIENTOLOGY WORKING.
13. ADDITIONALLY A CRIME IF SEVERE AND OF MAGNITUDE, HARMFUL TO MANY AND COMMITTED REPEATEDLY, CAN BE RECLASSED AS A HIGH CRIME.
Accordingly A[...] is guilty of the following crimes, reclassified as high crimes:
A. IMPERSONATING A SCIENTOLOGIST OR STAFF MEMBER WHEN NOT AUTHORIZED.
B. RESELLING ORG MATERIEL FOR PRIVATE GAIN.
B[...] S[...] is guilty of the following Suppressive Acts.

C. BEING A KNOWING ACCESSORY TO A SUPPRESSIVE ACT.
A[...] and B[...] are therefore declared Suppressive Persons. All certificates and awards they may have are cancelled. Any trademark licenses that they may have signed with the Church are also hereby cancelled and they have no right to use any of the marks in any manner whatsoever.
No amnesty may ever cover them.
Their only terminal is the International Justice Chief. Should either or both of them come to their senses and wish to recant, they are to apply steps A to E of HCO PL 23 December 65RA, ETHICS, SUPPRESSIVE ACTS SUPPRESSION OF SCIENTOLOGY AND SCIENTOLOGISTS.
