Screw the decimal place, I want to know where the 9 comes from.

91 / 3000 = 3% 91 / 1682 = 5.4%
I notice the returned to prision number is exactly 10% of the released number. (Except for that annoying .2 person flopping around.) I wouldn't be at all surprised if they just cooked all the numbers (and even the study) and then botched the calculations and conclusions with their Elronic training.
