    The incomparable Guardians Office has been running the
Narconon (Drugs-no!) Program over the world.

    The Program is now fully subsidized - state paid -
in one country and one state and contributed to by govern-
ments in several other locales.

    This program has the steady gradual increase of Inter-
national support and is going very smoothly in the competent
hands of Guardian personnel.

    They achieve very remarkable results.

    The scope and action of Narconon would make very good
"Auditor" copy.

    The GO should not hide its light under a basket - if
it could.

    Narconon is the ONLY successful drug rehabilitation
program on the planet. It is to be recognized as such.

    Highly commended.

Hubbard's _Modern Management Technology Defined_ (aka The Admin. Dictionary), first printing 1976, references this Flag Bureau Data Letter (FBDL) on pages 343 and 626. A related issue is L. Ron Hubbard's Executive Directive (LRH ED) 256 International, of 28 November 1974 "The Role of Community Leadership".

In LRH ED 256 Int., Hubbard made the following statement:

"Narconon, meaning non-narcosis, is a drug rehabilitation program for the redemption of druggies in or out of prisons. It was organized in Arizone State Prison by an inmate who himself was a hard core addict of thirteen years. He put to use the basic principles of the mind contained in my book _Scientology the Fundamentals of Thought_, and by doing so completely cured himself and helped twenty other inamtes do the same. Through Narconon no drugs whatever are used for withdrawal and on this program the usual withdrawal effects such as 'cold turkey' are most often completely by-passed."

In the same LRH ED, Hubbard spoke of his infamous Snow White program, in a roundabout way, when he wrote about the so-called "National Com- mission on Law Enforcement and Justice", aka the "National Commission on Law Enforcement and Social Justice" (NCLESJ), in LRH ED 256 Int:

"the National Commission on Law Enforcement and Justice formed by Scientologists and non-Scientologists has been assisting individuals who have been victims of false and erroneous records and dossiers collected on them."
