Several lawsuits have been filed against Scientology by families who blame purification programs for the death of a relative. In Portland, Ore., the parents of Christopher Arbuckle, 25, filed suit after he took a purification rundown course.
Arbuckle died after his liver failed. His parents settled out of court for an undisclosed amount and agreed not to discuss the case.=BB
As far as I know, Narconon is using this Purification Rundown as part of their "treatment". This could be one of the item to present them. It's unlikely that anyone would be in a hurry to grant a permit to an organization that put at risk the people it "treats".
There should be no such thing as a gag agreement when it comes to the well-being of people, that just doesn' t make sense.
