We are responding to your e-mail expressing concerns regarding the proposed Narconon drug rehabilitation facility located in the Sunshine Summit area of Warner Springs. We are providing information regarding Narconon that has been gathered from the following agencies: County of San Diego Health and Human Services Agency; County of San Diego Department of Planning and Land Use; and California Department of Alcohol and Drug Programs.
County of San Diego Department of Planning and Land Use (DPLU) Narconon applied and was issued a Major Use Permit to operate a drug rehabilitation facility in Sunshine Summit, however, the Major Use Permit is being appealed by a neighboring property owner. The appeal is tentatively scheduled to be heard by the Board of Supervisors on December 11, 2002. Individuals interested in attending may confirm the date the appeal will be heard either by:
* Speaking to Mary May at DPLU - Telephone Number (858) 694-3103;
* Accessing the County of San Diego Internet website at www.sdcounty.ca.gov under the Board of Supervisors Agenda for that date; or
* Calling the Clerk of the Board of Supervisors at (619) 531-5600 after December 2, 2000 and asking when the Board of Supervisors will hear this item.
County of San Diego Health and Human Services Agency (HHSA) Narconon operates private rehabilitation facilities and does not contract or receive funding from the County of San Diego. However, County HHSA Alcohol and Drug Services staff will coordinate information and direct complaints to the appropriate licensing offices. Please contact Bill Crane of County Alcohol and Drug Services at (619) 692-5762 if you have relevant information or want to report a specific problem.
California Department of Alcohol and Drug Programs (DADP) The State of California has licensing jurisdiction over alcohol and drug rehabilitation facilities. DADP has issued a license to Narconon to operate the Sunshine Summit facility. DADP monitors the operations of and responds to complaints regarding alcohol and drug rehabilitation facilities. DADP ensures that the operators follow strict State guidelines. Any problems regarding the care and supervision provided to Narconon program residents should be directed to DADP, Licensing and Certification Branch at (916) 322- 2911. Request to speak with the Officer of the Day.
