I would like to know if the mafia in chicago totally take over the policy numbers racket in Chicago?

If by "totally take over" you mean that there is no one in Chicago running numbers besides La Cosa Nostra (LCN), then no. If you mean, are the majority of number runners connected to the Chicago LCN, then yes. Eventually, somewhere upline, someone reports to, gives money to, or is connected to a made member of the Chicago LCN.
