Is it true that a person is involved in the mafia will never call the police if a crime has been committed against them?

A made man would never call the police if a crime was committed in the old days because the organization doesn't recognize the government as protector or arbiter. A made man can complain to his capo (caporegime, capodecina, skipper)or if he's a capo, directly to the administration (boss, underboss, consigliere). But, omerta isn't observed as stringently these days when you have Family administrations choosing to testify rather than be sentenced under the RICO Act.
