LET SAY THAT A WOMEN DRESSES SHORT SKIRT WHERE YOU COULD SEE EVERYTHINGAND A VERY TIGHT T-SHIRT WITH NO BRA ON.AND SHE WORKS IN A FACTORY AROUND OTHER GUYS AND WOMEN.AND SHE JUST OPENS HER SELF WHERE YOU CAN SEE EVERYTHING.AND SHE CATCHES YOU LOOKING AT HER OPENINGS THAT SHE IS REVELING.NOW CAN SHE TURN YOU IN FOR HARASSMENT .EVEN KNOWING THAT SHE DID IT ON PURPOSE HOPING YOU WOULD STARE AT HER?

I'm not sure why you would ask this question. It seems odd to come up with such a thought experiment.
The answer is, it depends on how one "stares at her." Learing, making lewed or lacivious gestures or facial expressions, or otherwise violating her "personal space" and making her feel intimidated or in danger would certainly be harassment.
A simple smile and then getting back to work would not be harassment.
Please be aware that the huge, vast majority of women who are harassed have not done anything "on purpose," even if the asshole(s) harassing them believe otherwise. Men falsely believe that every single move women make is to "intice" or "display" to them--- WRONG! Such men are just stupid little shits who never grew up and should be sent to sit in a corner until they learn some manners (something their mothers should have done but somehow did not).
If you see a woman wearing skimpy clothing, smile, enjoy her for a few seconds, say hello, and continue working. BE POLITE! Why some men just don't "get this" is a mystery.
In my religion we perform many spiritual and celebratory events naked. We are taught respect for each other, and respect for each other's "space." Eyes remain looking into each other's eyes, just as if people were clothed. This is out of RESPECT for each other. The same applys to your (hopefully) fictitous women worker in the skimpy clothing. It is RESPECTFUL to look her in the eyes, not the crotch or breasts.
Is this not obvious?
