Each state has a Victims Crime center, VA is limited to 15000. I have already reached my limit, however medical bills way exceed this amount and I have never nor will I be able to return to work full time SS denied of course, does any one have any other source that may help?

As much as I don't like them, it seems that the "ambulance chaser" law firms are often your best bet in cases like this. I have no idea why SS benefits were turned down for you, but if you have a valid reason for not working, hiring one of these firms might give you the edge you need to get SS benefits. They work on a contingency fee and there is often no fee for an initial consultation, so you can't really lose by contacting them.
There is also the possibility of suing the one who caused your injuries in civil court. The rules of evidence are much easier than in criminal court and it need not be proven beyond reasonable doubt, simply that a preponderance of evidence suggests that s/he is to blame.
