MY family and Ihave been continuosly harassed by a pervert for four years now.Ihave pressed charges several times,then they let him go.What can I do!!!

Do you have a restraining order against this person? I am assuming that you do. If you do not, get one immediately and document every action of harassment. The person can be prosecuted for violation of a restraining order and each instance you have documented could lead to separate charges. For instance, if the person contacts you in violation of the TRO three times over a period of time, three separate charges may be filed.
Since you don't detail what types of harassment you are receiving, I can only speak in generalities. If it is phone calls, you can get a pen register put on your phone by police and they can document how many calls you get. Again, document EXACTLY what is being said. Tape record it, if possible. If not, keep a pen and paper by the phone and write down the date, time and content of the conversation. Depending on the laws of the state you are in, the person can be charged with a misdemeanor ( the punishment is local jail time) for annoying, harassing phone calls.
Also, depending on the state you are in and the circumstances of your case the person may be prosecuted under a stalking law. That can be pursued as either a felony ( a crime which can be punished by prison time) or a misdemeanor.
Stalking is very serious. In extreme cases, people have had to move away to escape it. Without further details, again, I am generalizing. If you wish any further specific clarification, let me know.

This guy comes by my house daily. He gives annoying finger signs, he mouths off curse words, if you meet him driving down the street he tries to run you off the road.He does this stuff to my young children also. We get all sorts of mail which we did not order.Most of which is sexual material.It will come in my , my husband, and my teenage sons name. Yesterday, this pervert dropped his pants as he was standing in his yard,when my son and his girlfriend drove by.He lives right up the street from me. I tried to get hold of the D A he will not return my call.

Again, please keep a log of all behavior that has occurred so that you have accurate dates, times and incident descriptions to provide to law enforcement. If you do not have a restraining order, consider getting one to keep the person a certain distance away from your property and the persons in your family. If you believe that he has been committing mail fraud, contact the postal inspector for an investigation.
The incident you described with him dropping his pants should have been immediately reported to the police. Cases first go procedurally to the police, who are in charge of making arrests and submitting cases to the DA's office. The DA then decides which charges can be legally proven and files a case if there is sufficient evidence. Your first contact should always be with law enforcement. If you do not receive a satisfactory response from the responding officer, contact his/her supervisor and keep working your way up the chain of command.
This sounds like a frustrating situation for you that can, unfortunately, develop into violence. There was a case of a man doing r acts similar to the ones you describe in a neighborhood. He was ultimately shot to death by an offended neighbor. The shooter is now in prison. Try to stop this before it escalates further and good luck.
