Dear April,

Thanks for your fax. I needed to make a decision as to whether this particular cycle, ( of your report) is a completed cycle of action, hence the delay in my response to your fax.

I decided that it is not a fully completed cycle of action, and I have a proposal to make to you, that if approved, would complete the cycle.

First, I want to say that it is fine that you do not withdraw your report, you applied KR policy, and did your job by writing down what Bill said to you in your interview with him. The problem is that Bill altered the facts and comm in what he said, and then as a result, your report contained altered facts and comm.

I will write my proposal in CSW form:

Situation: Bill Rhodes altered my comm, and what I did, in regards to HCOB C/S Series 73RB, and the 6 month sec check. This altered comm was documented in a report on me by you. Data: I submitted a withdrawal request to you re: your report of what Bill Rhodes said about me. The withdrawal request lays out the correct data on what I said, or did. You did not want to withdraw your report. This is fine. However, when it comes to what I say or do, I am the most reliable source of this kind of information. I would like to provide the correct data, and have it in my ethics file, for future reference. Solution: Attach to your report on me, 1. the second withdrawal request that I sent you that has all the corrected data 2. My last comm to you with the data on my handling of Bill 3. This CSW. When 1, 2, and 3 have been done, file the whole packet in my ethics file. This solution allows me to have certainty that correct information is in my ethics file, and I can then end cycle on this report and move on.

This is ok. Virginia McClaughry

Approved----------------

Disapproved-------------------

Let me know if my CSW is approved / disapproved as soon as you can, as I am just as interested as you are in completing this cycle, and am looking forward to moving on to the next one.
