Is there a country or nation or even a city that has been established on the principals of Wicca?

As mentioned by everyone else, there are no formalized countries or cities that use Wicca as the official religion.
However, The United States as it was being formed and updated by Constitutional Amendments incorporated many principles of law and government that actually fit well with the ways of Paganism and Wicca. The biggest example is our tolerance for diversity, which while being rough, does work when applied.
One of the things that Modern Wicca respects the most is a free thinker; someone who does not accept being bound by strict teachings and methods, but is capable of going out on their own. This kind of free thinking can open the mind and heart to messages from the Goddess and God, and is the basis behind what people currently call 'eclectic'. Thomas Jefferson and many of the other members of the Constitutional Convention were members of a sub-society in the late 18th century that focused a great deal of energy into free thinking. The result of their work, the US Constitution, is recognized as one of the wildest forms of government ever concieved. And so far it has worked well.
