Is there a country or nation or even a city that has been established on the principals of Wicca?

Seeing how Wicca is less than 50 years old, I would have to say no. However, several communities in the 60's (Communes)and one current one in Wisconsin, (Circle {Wicca} Sanctuary) were Founded on the principles that are Wiccan. The Priciple bring the Rede Harm None and do what you will.
