Do you believe in a higher power and by what name is he called.

We believe in numerous higher powers. We also believe in both Gods and Goddesses. There's the Greek pantheon, Roman pantheon, Egyptian pantheon, Celtic pantheon, etc. Wicca is a polytheistic religion so, yes, we do believe in higher powers.
