Who benifits from and who pays for crime?

Jennifer,
Unfortunately, the criminals benifit more than society. :( They tend to have more rights in jail and at time of arrest than we do. And, we as a society are paying their bills. It's sad but true. Society thinks that rehabilitation, retrobution, and incarceration are the only ways to keep criminals off the streets. However, rehabilitation has been proven over time to actually be the least effective measure for stopping or decreasing crime. Retrobution doesn't always work either, because most of the time criminals are indigent (poor) and have nothing to pay society or victims back. And incarceration just leads to more crime. Incarcerated criminals, who are in for longer than a six month period, have a very high recidivism rate (rate at which they return to jail consistantly). These are what we call career criminals. They are alwasy learning new tricks of the trade just by being in with other criminals. I hope this has andswered your question. Please ask more if needed...:)
