This is for a book, so I need some help making sure the conclusions drawn are realistic of your average cop/detective. WARNING...kind of gruesome.
There's been a string of murders....the first two are actually deemed missing persons because the bodies have never been found (am I correct to say that missing persons is a different division than homocide...so as soon as a body turns up a different detective is called in?).The third body lies sprawled on the floor ( a female in her own first floor apartment). The door is untampered, the chain still linked. The window is shattered. A small coffee table is the only turned over piece of furniture the magazines and a shattered glass spread on the floor. The girl is nude, with a hankerchief covering her eyes. Her wrists are red and bloody as if she was bonded but they aren't now. The arms are outstreched to the sides so her body looks like that of a 'T.' They've recovered hair, that seems to be of a cat, and s bit of blood that is not the victim's. Her fingertips have been removed. On her stomach is carved "The Last One" on her back, "Is Coming." Oh yeah...the victim is found lying on her back.

Lot of it depends on the size of the department as to whether a different detective would be assigned to the job or not. A large department would assign a detective more focused on the particular crime, yes. While a smaller department may only have one or two detectives. And...to be realistic, you truly need a much more detailed synopsis of the crime scene. On the evidence you have provided, any 'conclusions' other than the 'girl' is dead (any apparent evidence of cause of death?), nude, on her back, and fingertips removed, would be outstretched theory, and no detective worth 42 cents a day would attempt to make any conclusion whatsoever. Fingertips? To the first joint? Or just the pads of the fingertips? Hair? 'Seems' to be of a cat?? Shattered window? Just broken? Broken...large enough for entry of person? Turned over table near the window? Any exterior sign of sexual assault? Where was 'recoverd hair' found? Outstretched arms...do they appear to have been natural movement of the victim, or placed in that position? Girl..how old? What kind of 'girl'? Handkerchief covering her eyes...just laid over the face? Or, tied around her eyes/head? Words carved...sharp object? Deep? With care? Roughly cut? These are just a few questions over the described immediate scene. In an apartment, surely those few items mentioned weren't the only things there. NOTHING should be left to 'chance' in a crime as you describe. How do we know it is the girl's apartment? Someone has identified her?? Who? How? You mentioned this girl found was a third body...but, still there are no other bodies. Missing persons are just that, until they are found. They aren't bodies. Now, I am going to 'assume' a bit. That perhaps this is leading to a possible 'serial killing'. It it were a serial killing, and this body was found with the carved words you describe, and if you are referring to the missing persons being part of the cycle of killing, this would not fit. If it indeed were a serial killing in that respect, the previous killings would be more in cycle with the victim you describe, and they would not be 'missing persons', for the killer would have made sure they were found and viewed.
