Can a person who has commited a felony ever get his voting rights back?

At this time no, however I have heard the senate was looking into redeeming some felony restrictions due to the laws rising to the various charges of Felonies. The only way possible is to have the charge pardoned. To find more info on this check out www.lawguru.com Ed
