How can a man, that was caught exposing himself and with a record for being a pedophile get off with just paying fines. After he exposed himself on several occassions to 2 little girls.?

STB56's insightful answer holds a great deal of truth. Another factor may be that for a number of years, the public responded to reports of sexual exposure / incest with almost a "witch-hunt" attitude. This spawned a lot of false accusations, (there have been a significant number of cases in which a person was found guilty only to have the decision reversed later on,) and now the public may be witnessing the legal system's efforts to find a middle ground.
I don't know that there is an easy solution. Most sex offenders are considered "non-rehabilitable". A very few (known as regressed offenders, who resort to sexual acts involving minors as a stress response instead of seeing children as their primary preference) show improvement with therapy, but in most cases, to try to rehab a pedophile would be comparable to telling a heterosexual to become gay "or else."
