Maa S/C April 28 Feb, 1999 Dear April, The LRH COMM, Harriet Foster, instructed my Board of Review to send me any copies of recent Kr’s, as there have been instances of people writing reports to my ethics file without giving me copies of such reports. You did not send me a copy of the KR you wrote on 4 January 1999. When you handled Debra Barnes on this report, she asked you if you had given me my copy. Per her, you told her “no, I didn’t want to stir her up”. I recently received a copy of this KR from Debra. I asked Harriet why your report was not sent to me by my Board of Review. Harriet said that when she asked you about your report, you told her “I made sure Virginia got a copy of the report”. I told Harriet how you personally never sent me a copy, and how I got it from Debra, and what you said to Debra when asked if you had given me a copy. Per HCOPL Justice and False Reports, “Justice would consist of a refusal to accept any report not substantiated by actual, independent data, seeing that all such reports are investigated and that all investigations include confronting the accused with the accusation and where feasible the accuser, BEFORE any disciplinary action is undertaken or any condition assigned........This then is the primary breakdown of any justice system-that it acts on false reports, disciplines before substantiation and fails to confront an accused with the report and his accuser before any discipline is assigned, or does not weigh the value of a person in general against the alleged crime even when proven.” Per HCOPL Types of Reports, “The original goes to Ethics by drawing an arrow pointing to “ethics” and the carbon goes to the person or portion of the organization being reported on by channels (B routing).” Also per per HCOPL Justice-Correct Application “Black Propaganda” consists of spreading lies from hidden sources”. Not making sure that a copy of any report is given to the person being reported on, makes it possible for Black PR to occur. By not sending me a copy of your report on me, you have violated both the above first two HCOPL’s. Please let me know that you will not personally do this again in the future. As my Maa, please make sure that I am informed (by being given a copy), of any reports on me.I would suggest correction of any terminals who violate the above references as well, to help keep Scientology working.
