Is the Rede and the Threefold law a force or a being? Someone sugested that they "automaticly balance things out". How could an unintelligent force do that?

the three fold law is aforce like gravity if you are tremendously big then you will naturally feel more gravity and the opposite is true also if are smaller you will feel less gravity. the rede is the Wiccan way fo making sure that we are actively shown how responsible we are for our actions and to let us know what our duties are.
