Wicca is a religion, but beyond that there are no easy answers as there exist today many different traditions and many more eclectic solitary practitioners. If you'd like to truly learn enough to form your own opinions may I suggest reading the following: Margot Adler - Drawing Down the Moon Raymond Buckland - The Complete Book of Witchcraft Janet & Stewart Farrar - The Witches Bible other authors to read are: Doreen Valiente, Scott Cunningham, Raven Grimassi. See also: www.witchvox.com You will find that opions range from a very strict structured religion to a very open almost anything goes craft. The one thing that is constant is that to be Wicca is believe and follow the Rede ("bide the Wiccan Rede ye must, in perfect love, in perfect trust. eight words the Wiccan Rede fulfill, if it harmest none, do what ye will, lest in self-defense it be, ever minfd the Rule of Three, follow this with all thy heart and merry ye meet and merry ye part"). Hope this helps.
